The Dubai Metaverse Strategy aims to establish Dubai's position as one of the top 10 leading global economies, including its quest to make the Emirates a major hub for the global "Metaverse" community.

This is through its strategic plan targeting its overall vision, with the cooperation and contribution of all its government sectors towards interpreting these global trends: -

👉 👉 Do not lose sight of higher-level goals

• Doubling the number of companies operating in the field of blockchain by 5 times the current number.
• Enhancing the success achieved by Dubai by attracting 1,000 companies working in this field.
• Enhancing talent and investing in future human resources capabilities, by providing the necessary support and targeted training to developers, digital content creators, and users of digital platforms (at the same time, the goal is to provide 40,000 virtual jobs for the metaverse field).

Successful implementation

To achieve the above points, the Dubai government and its Executive Council officials worked to shed light on the mechanisms of adopting and adapting the metaverse, by providing advice on drafting and implementing laws and legislation that govern the world of the metaverse. Following the latest findings of the world, before adopting and disseminating it widely.

• The formation of the Virtual Assets Regulatory Authority (VARA) in Dubai, as Dubai was one of the first governments in the world to establish a regulatory body to oversee virtual assets and encrypted currency legislations. This has helped provide clarity and oversight for many other countries.

• Dubai also issued the "Regulation of Virtual Assets in the Emirate of Dubai Law No. (4) of 2022.", The provisions of this law shall apply to virtual asset services provided throughout the emirate, including special development zones and free zones, except the Dubai International Financial Center. This law allowed companies to officially work virtually in metaverse services, ahead of everyone, although this type of recognition of commercial activities is still slowly advancing in most countries of the world.

• The Telecommunications and Digital Government Regulatory Authority - Dubai has addressed data protection and digital twin issues, which are centered around cybersecurity laws that work to protect data and digital assets, and required it to be critical to metaverse users and anyone accessing groups in this world. Data privacy remains a complex evolving issue in much of the world.

• Supporting laws related to non-fungible tokens (NFTs) – as it has issued guidelines on how to trade those assets that allow them to be used for various purposes such as real estate and intellectual property. Also, the full legal status is still a work in progress across the globe.

• Embracing future technologies – through initiatives such as Dubai’s Blockchain Strategy, Dubai aims to be at the forefront of adopting Web3. Most policymakers at the national level are still catching up with these emerging technologies.

Overall, Dubai has made significant progress in adopting and implementing the metaverse, by formulating, clarifying, and enhancing laws, legislations, and regulations that enhance the metaverse applications experience, while recognizing digital assets in general. However, legislation across the world remains a work in progress with the rapid advancement of technology. Dubai aims to take the initiative and lead the number one spot, rather than follow others, contributing and aligning with its aspirations towards globalization, and the successful and harmonious cooperation with its peers globally, which will form two key influential factors to move forward.

The idea of a "Metaverse" has evolved, with roots tracing back decades through the era of the last industrial revolution.

while the recent concept of the Metaverse has been accepted from the shared virtual world and has existed in science fiction for over 30 years, with genres like cyberpunk envisioning futuristic online environments.
